Hypothetically, if a really hot girl is completely inexperienced, is that a turn on or turn off?

Assuming all other factors were equal, I would rather have someone with some experience. Sex is often a physical expression of love, or at least liking someone, and contributes to a beautiful emotional experience. But sex also often generates a lot of unpleasant emotions that can be difficult to deal with for the beginner: fear, guilt, performance anxiety, frustration, and other insecurities. The experienced individual is more likely to have learned how to cope with sex-associated anxieties. Don't get me wrong, a woman's purity is a beautiful thing and the woman I'm with now gave me a wonderful gift when she gave me her virginity. But that wasn't the reason I got with her. Remember, I said "All other factors being equal." I have to deal with a lot of issues due to her inexperience, but she's worth it because she's such a terrific person. If I knew such a woman who had a bit of experience, I might have went for her. Oh well, no regrets anyway, I'm happily in love.
